This contest's AGCW page states no entrant clause. AGCW's other contests say 'Teilnehmen können alle Funkamateure' and nothing here restricts entry, so worldwide is the strong reading -- but it is a reading, not a quote.

agcw.de/contest/hnyc: 'Termin: Immer am 1. Januar eines jeden Jahres von 09:00-12:00 UTC (10:00-13:00 MEZ)'. Klassen und Bänder: '80 m (3.510-3.560 kHz), 40 m (7.010-7.040 kHz), 20 m (14.000-14.060 kHz). Es kann nur eine der drei Klassen gewählt werden.'
