PSKfest's own page states no entrant clause, unlike most other 070 contests. The club's general rules impose no membership requirement and the SPC exchange is open to anyone, so worldwide is the strong reading -- but it is a reading, not a quote.

podxs070.com PSKfest rules, DATE: '0000-2359 UTC On the 1st Saturday following January 1st'. BANDS: '80 thru 10 meters, no WARC bands'. Cross-checked against the club's own 'Contest Calendar' page, which states each recurrence rule in words AND publishes a projected date table for 2026-2035. Both agree. The club's table gives 8-Jan-28 and 8-Jan-33 -- both years in which January 1 is itself a Saturday -- confirming 'following January 1st' excludes January 1.
