10-10 rule 5.2.1: 'QSO Parties are open to all amateurs with operating privileges on the 10 meter band'. The membership requirement bites at log submission, not at participation, so this is a practical constraint rather than an entry bar.

ten-ten.org QSO Party Rules 5.2.2: 'Winter Phone - held on the first full weekend in February - 0001 UTC Saturday through 2359 UTC Sunday.' 10-10's schedule page independently gives 'February 7-8, 2026'.
Recorded caveats
The rules give the close as 2359 UTC Sunday; the schedule page says 'close at 2400 UTC on the second listed date'. One minute apart. Encoded as 2359 from the rules document, which is the authoritative text.
