The rules run separate PA and non-PA classifications and score contacts between them, so entry is open worldwide with Dutch stations as the target.

veron.nl (PACC contest page, Dutch): 'die plaatsvindt in het tweede volle weekend van februari'; the English rules PDF (PACC_2026_rules_eng.pdf) says 'This contest is always on the 2nd full weekend of February.' The PDF words the 2026 period as a date only: 'From 14 February 2026 1200 UTC until 15 February 2026 1200 UTC'. 3.1 Contest bands and segments: 'These are 160m, 80m, 40m, 20m, 15m, 10m'. 6.2: 'Dutch (PA) stations: signal report + province code (two letters)'. 12.1: 'Logs must be submitted to the contest sponsors before February 20 23:59 UTC 2026. ATTENTION: THE LOG SUBMISSION PERIOD IS 5 DAYS!' VERON independently published three further editions -- 13-14 February 2027, 12-13 February 2028 and 10-11 February 2029 -- and the second-full-weekend rule reproduces all three.
- Recorded caveats
- The stated deadline instant (20 February 23:59 UTC) is the right date for the five-day period VERON states but 23:59 rather than the 12:00 that end-plus-5-days gives; the interval is what the rules call the rule, so the interval is encoded. As of 2026-08-18 veron.nl's rules link still served the 2026 edition while the site's front page advertised 2027.
